Notice of Finding of No Significant Impact and Notice of Intent to Request Release of Funds

These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by Wayne County.




On or about May 15, 2019 the Wayne County HOME Program will submit a request to the U.S. Department of Housing and Urban Development (HUD) for the release of HOME funds under Title II of the National Affordable Housing Act of 1990, to undertake a project known as Coogan Terrace, located at 3501 Oakwood Boulevard, Melvindale MI 48122 for the purpose of renovating this ten story affordable housing development.  The estimated project cost is $15,990,418.  Wayne County has awarded the Melvindale Housing Commission, the project sponsor, $500,000 in HOME Funds.  This includes $248,777 in HOME Funds Source HOME 2014 and $187,015 in HOME Funds Source Home 2015.




Wayne County has determined that the project will have no significant impact on the human environment.  Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required.  Additional project information is contained in the Environmental Review Record (ERR) on file at Wayne County Department of Health, Veterans & Community Wellness, Community Development Division at 500 Griswold, 30th Floor, Detroit MI 48226.  The records are available for public examination and copying upon request between the hours of 8:30 a.m. and 5:00 p.m., Monday through Friday.   Please contact Terry Carroll of Wayne County at (313)-224-6046.




Any individual, group, or agency may submit written comments on the ERR to the Wayne County Department of Health, Veterans & Community Wellness, Community Development Division.  All comments received by May 15, 2019 will be considered by Wayne County prior to authorizing submission of a request for release of funds.  Comments should specify which Notice they are addressing.




Wayne County certifies to HUD that David T. Brooks in his capacity as Director of Health, Veterans & Community Wellness consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied.  The U.S. Department of Housing and Urban Development’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows Wayne County to use Program funds.




HUD will accept objections to its release of fund and Wayne County’s certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of Wayne County (b) Wayne County has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality.  Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to Carmen Reveron, U.S. Department of Housing and Urban Development – Detroit Field Office, Patrick V. McNamara Federal Building – 477 Michigan Avenue, Room 1710, Detroit, MI  48226-2592.  Potential objectors should contact HUD to verify the actual last day of the objection period.
